Connection to the electricity distribution network

  • Connection means the joining of the consumer's use installation to the public electricity distribution network. Connection is done through the connection equipment, which is an electrical device ensuring the link between the consumer's use installation and the electricity distribution network.
  • Any natural or legal person is entitled to request the connection of their use installation to the electricity network of the distribution unit acting in the area authorized by license.
  • Use installations of applicants living in blocks of flats are connected based on a single project.
  • Electrical installations of fruit-growing associations and garage construction cooperatives shall be connected to the electricity distribution network based on a single project.
  • When the applicant requests connection to the electricity network of electrical appliances with power up to 100 W, the measurement device is not compulsory, and the electricity consumption shall be determined according to the flat fee system (the power of the appliances multiplied by the 24 hours usage period). In this case, the applicant must coordinate his project/draft project with the housing fund manager.
  • To connect the use installation to the electricity network, the applicant must obtain the connection notice from the network operator, according to the sample set in Annex 3 to the Regulation on electricity supply and use. Such connection notice shall also be obtained when power increase for a consumption place is requested. To obtain the connection notice, the applicant shall submit written request to the network operator's office, providing compulsorily the following information:
  1. the applicant's name and surname or the name of the company and the address of the consumption place;
  2. the purpose of electricity use;
  3. the power requested;
  4. the supply reliability class;
  5. the current type (three-phase or single-phase);
  6. the request shall have attached the copy of the real estate ownership title or the copy of any other document confirming the right over the real estate or the permission granted by the relevant authority.  
  • The network operator shall submit to the applicant within 15 calendar days the connection notice, which must state the optimal technical and economic conditions for connection that comply with the mandatory normative acts provided by the law, as well as the works to be carried out by the applicant in order to connect the electrical installations to the electricity network. The network operator must cooperate with the applicant to choose and apply the best connection solution. The connection notice is issued for free.
  • The network operator shall not oblige the applicant (prospective end consumer) to design and mount the connection equipment having a capacity over the requested power. Non-compliance with this requirement shall cause the network operator to reimburse the expenses really incurred by the applicant (prospective end consumer) and those to be incurred under the law.
  • The distribution network operator is not entitled to include in the connection notice issued for the connection of housing blocks to the electricity distribution network any provisions that require the applicant to build medium-voltage electricity lines (6, 10 kV) or power transformers.
  • The applicant must obtain the connection notice from the network operator before beginning the design of the electrical installations. The validity term of the connection notice shall be established by the network operator depending on the construction time of the object, but not less than one year. The network operator shall extend the validity term of the connection notice, if the construction of the object, to which the connection issued has been issued, started upon the expiry of the validity term. The network operator shall extend the validity term of the connection notice within 5 calendar days from the date of request, by printing the relevant mark on the connection notice issued to the applicant. The connection notice may be extended for 5 years or more, depending on the available capacity of the electricity network. 
  • Both the applicant and the designer must fulfill the technical and economic conditions stated in the connection notice issued by the network operator.
  • The design of the electrical installations carried out under the connection notice shall be coordinated by the network operator within 10 calendar days from its submission.
  • The connection equipment used to join the use installation with the electricity distribution network shall be designed and mounted by the distribution network operator or other authorized persons chosen by the applicant (prospective end consumer). If the use installation is connected to the electricity transport network, the connection equipment shall be designed and mounted by the transport and system network operator or other authorized persons chosen by the applicant (prospective end consumer), unless the use installation will be connected to the underrunning voltage (10 kV) of the power transformer belonging to the transport and system network operator, in which case the connection equipment shall be designed and mounted by any authorized person chosen by the applicant (prospective end consumer).
  • At the request of the applicant (prospective end consumer), the connection equipment is designed and mounted by the network operator. The design is carried out after the applicant and the network operator have signed the contract on the design and mounting of the connection equipment and the applicant has paid the related expenses. The connection equipment is mounted after the applicant has paid the related expenses, according to the estimate of expenses drafted by the network operator under the design documentation, in compliance with the principles set by the Methodology on establishing, approving and revising the tariffs for ancillary services provided by electricity distribution companies, approved under the law.
  • Until the connection is done, the applicant must ensure the execution of any works related to the mounting of the use installation.
  • The use installation of the applicant (end consumer) shall be mounted by authorized electricians chosen and paid by the applicant. The authorized electrician who mounts the use installation must confirm by written declaration the quality and safety of the works carried out.  
  • After fulfilling the conditions stated in the connection notice, the applicant (prospective non-domestic consumer) shall ask the network operator to draft and sign the delimitation document. The non-domestic consumer and the network operator shall sign the delimitation document, no later than 3 working days after such request was registered by the network operator, in three copies, one of which will be submitted by the non-domestic consumer to the supplier when concluding the electricity supply contract. If the connection equipment is mounted by the network operator, the parties shall sign the delimitation document on the day when the mounting of the connection equipment was finished.  
  • The network operator shall be responsible for joining the connection equipment with the electricity network and the application of voltage, by observing the mandatory normative and technical acts.
  • The electrical installations of the applicant (prospective end consumer) shall be connected and energized by the network operator, attended by the applicant, within 4 calendar days after the applicant has submitted the document on commissioning the electrical installations, issued by the State Energy Inspectorate, and has paid the connection fee, provided that the electricity supply contract is concluded. The network operator must notify in advance the electricity supplier mentioned by the end consumer about the date when the electrical installations will be connected to the electricity network.
  • When connecting the electrical installations of the applicant (prospective non-domestic consumer) to the high and medium voltage power line, the power transformer is part of the use installation.

  • If the connection equipment can be mounted only by using land belonging to other persons, the applicant must obtain their agreement and incur the related expenses.
  • The issuance of the connection notice to the applicant (prospective end consumer) may be refused with argument by the network operator, if the latter lacks capacity, including on the ground that electricity network is missing or the existent network does not allow meeting the electricity demand of the applicant. Any refusal shall be argued and supported accordingly. The network operator must provide the applicant with pertinent information on the measures needed to extend the electricity transport or distribution networks and the specific terms on extending these networks.
  • The network operator is not entitled to request the prospective end consumer any recovery of expenses or any execution of works in order to increase the capacity of the electricity network.
  • Upon supplier's request, the network operator shall refuse to connect the consumption place belonging to an end consumer who accrued debts on electricity consumed at other consumption places, until the full payment of those debts.
  • Provisional electrical installations shall be connected to/disconnected from the electricity network only by the network operator. Provisional electrical installations shall be connected to the electricity distribution network only under the electricity supply contract and for the period stated in the contract.
  • If the network operator fails to issue the connection notice or does not connect the applicant's electrical installations to the electricity network in compliance with this Regulation, the applicant is entitled to challenge such actions at ANRE.
