Connection of the applicant's installation to the natural gas network

  • Any natural or legal person is entitled to request the connection of their use installation to the natural gas network of the network operator acting in the authorized area or to the natural gas network operated and technically served by the network operator.
  • To connect the use installation to the natural gas network, the applicant must obtain the connection notice from the network operator, according to the sample set in Annex 3 to the Regulation on natural gas supply and use.

To obtain the connection notice, the applicant shall submit written request to the network operator's office, providing compulsorily the following information:

  1. the applicant's name and surname or the name and the bank details of the company;
  2. the address of the consumption place;
  3. the purpose of natural gas use;
  4. the summary flow of the use installation, except for domestic consumers.

The request shall have attached the following:

  1. copy of the real estate ownership title or copy of any document confirming the right over the real estate;
  2. the consent of the natural gas network owner on the connection to the network.
  • The network operator shall submit to the applicant, within 15 calendar days from the registration of the request, the connection notice, which must state the optimal technical conditions for connection that comply with the mandatory normative acts provided by the law, as well as the works to be carried out by the applicant in order to connect the use installation to the natural gas network. The network operator must cooperate with the applicant to choose and apply the best connection solution. The connection notice is issued for free.
  • The network operator shall not oblige the applicant (prospective end consumer) to pay for mounting any connection equipment having a capacity over the requested flow. Non-compliance with this requirement shall cause the network operator to reimburse the expenses really incurred by the applicant (prospective end consumer) and those to be incurred under the law. The applicant must obtain the connection notice from the network operator before beginning the design of the use installation. If the natural gas supply project was not developed during one year from issuance of the connection notice or the construction works on the object were not started during one year from the project development, the connection notice shall become void.
  • The connection equipment shall be designed and mounted by the network operator or other persons holding a license issued under the law, chosen by the applicant (prospective end consumer).
  • Until the connection is done, the applicant must ensure the execution of any works related to the mounting of the use installation.
  • The mounting of the use installation belonging to the applicant (end consumer) and the works necessary to meet the requirements stated in the connection notice can be performed by the network operator or other authorized persons chosen by the applicant. The executor of the mounting must confirm in writing the layout, the quality and the safety of the works performed.
  • After fulfilling the conditions stated in the connection notice, the applicant (prospective non-domestic consumer) shall ask the network operator to draft and sign the delimitation document. The parties shall sign the delimitation document no later than 3 working days after such request was registered by the network operator. If the connection equipment is mounted by the network operator, the applicant (prospective non-domestic consumer) and the network operator shall sign the delimitation document drafted by the latter on the day when the mounting of the connection equipment was finished.
  • The applicant's use installation shall be connected to the natural gas network only by the network operator, who bears all liability for executing such works according to the law. The connection shall be done in the presence of the applicant, after the requirements stated in the connection notice have been met. The applicant shall submit to the network operator the copy of the reception document.
  • The issuance of the connection notice to the applicant may be refused with argument by the network operator, if the latter lacks capacity, including on the ground that natural gas network is missing or the existent network does not allow meeting the natural gas demand of the applicant. Any refusal shall be argued and supported accordingly. The network operator must provide the applicant with pertinent information on the measures needed to extend the natural gas networks and the specific terms on extending these networks.
  • The network operator is not entitled to request the prospective end consumer any recovery of expenses or any execution of works in order to increase the capacity of the natural gas network.
  • The network operator is entitled to refuse to connect the consumption place belonging to an end consumer who accrued debts on natural gas consumed at other consumption places, until the full payment of those debts.
  • If the network operator fails to issue the connection notice or does not connect the applicant's use installation to the natural gas network, the applicant is entitled to challenge such actions at ANRE.
