Rights and obligations of the electricity distribution network operator

The distribution operator has the following obligations:

  • to observe the quality indicators for the distribution service, established in the Regulation on the quality of the electricity distribution and supply service;
  • to maintain and operate the electricity networks owned and to replace them in case of degradation, unless they are damaged by end consumers or other persons, who must incur all the related expenses;
  • to provide continuously and reliably the electricity transport or distribution service and resume as soon as possible the electricity supply in case of unscheduled interruptions of electricity supply or other failures in the network;
  • to notify small end consumers and their suppliers, at least 3 calendar days before, about any scheduled interruptions and limitations of electricity supply, stating the reason for such interruptions, in compliance with the Regulation on the quality of the electricity distribution and supply service. Exception shall be the case when an electrical installation can be reconnected to the electricity network only by de-energizing the power line to which the end consumer's installation will be reconnected. In such case, the network operator must notify the small end consumers whose electrical installations are connected to that power line, as well as their suppliers, two working days before the interruption;
  • to notify in writing the big end consumers and their suppliers about the date and the duration of any scheduled interruption of electricity supply, at least 7 calendar days before the interruption, stating the reason for such interruption, with the following exceptions:
    • the electrical installation of a big consumer can be reconnected to the electricity network only by de-energizing the power line to which the end consumer's installation will be reconnected. In such case, the network operator must notify the end consumers whose electrical installations are connected to that power line, as well as their suppliers, two working days before the interruption;
    • the electrical installation of a new end consumer is to be connected to the electricity network, and the network operator must notify the big end consumers 3 calendar days before the interruption;
  • to provide the system users, including the end consumers, with sufficient information to obtain effective access to electricity networks and reply, within the term set by the Law on Petitions no. 190-XIII of July 19, 1994, to any written complaints submitted by end consumers;
  • to ensure, upon request, the access of the end consumer to the measurement device, if this is mounted on the property of the network operator;
  • to repair any damage caused to the end consumer;
  • to carry out timely the regular metrological check of the domestic consumer's measurement device;
  • to install at the domestic consumer other measurement device instead of that subject to check or damaged not from the consumer's fault;
  • to notify end consumers and applicants on the ways to solve the problems addressed by them;
  • to maintain and operate the connection equipment used to supply electricity to domestic consumers;
  • to ensure the access of end consumers to the non-stop phone service of the network operator, the number of which must be mentioned in the invoice;
  • to ensure the initial sequence of the electric current phases after finishing the repair, operation and maintenance works on electricity distribution networks and internal networks;
  • to measure the electricity quality parameters when requested by the end consumer and review the petitions sent by end consumers regarding the electricity quality, in compliance with the Regulation on the quality of the electricity distribution and supply service;
  • to prepare the document on finding breach of contractual terms that led to non-recording or incomplete recording of electricity, in case of electricity consumption by interference with the measurement device, by avoiding the measurement device or by illegal connection of electrical appliances or installations to the electricity network, as well as to send the supplier the document and the related evidence;
  • to read monthly the indications of the measurement device and submit them to the supplier for invoicing, as agreed with the supplier, under the contract on the provision of the electricity transport or distribution service;

 

The distribution operator has the following rights:

  • to have access to the consumption place in order to install, remove, inspect, replace or read the measurement device, as well as to repair or replace the network operator's equipment installed on the end consumer's property;
  • to disconnect the end consumer's use installation in the cases provided by this Regulation.
