Rights and obligations of the electricity consumer

The electricity consumer shall have the following rights:

  • to be supplied continuously with electricity at the quality parameters set in the Electricity quality standards in public power systems (national standard GOST 13109);
  • to receive from the supplier the information on the consumption history, the payments and the penalties calculated and paid;
  • to receive compensation for any damage caused by the network operator due to supply of electricity at quality parameters non-compliant with the Electricity quality standards in public power systems (national standard GOST 13109) or due to any breach by the supplier of the electricity supply contract or this Regulation;
  • to have any disturbance in the electricity networks and/or inner networks of housing blocks removed by the network operator, under the end consumer's request;
  • to suspend the contract and cease the electricity supply for a specific period, but not less than one month;
  • to conclude, amend, extend, suspend or terminate the electricity supply contract;
  • to be present when reading the indications and making the technical finding of the measurement device;
  • to check and find the observance of the electricity supply contract by the supplier;
  • to have access to the measurement device installed on the network operator's property;
  • to have a new connection notice issued by the network operator if the contracted power is increased;
  • to receive compensation from the network operator if the quality parameters of the electricity distribution and transport system are not observed;
  • to have access to the non-stop phone service of the network operator, the numbers of which must be mentioned in the invoice;
  • to have access to the measurement device installed on the supplier's property;
  • to request the supplier to take measures for fixing any faults and disturbances occurred in the electricity networks;
  • to have access to the non-stop phone service of the supplier, the numbers of which must be mentioned in the invoice.

 

The electricity end consumer has the following obligations:

  • to use electricity rationally, safely, efficiently and without fraud;
  • to consume electricity only through approved devices;
  • to pay fully the electricity consumed and the penalties provided by the contract, within the time set and mentioned in the invoice;
  •  to notify immediately the supplier in case of any damage of the measurement device or any violation of the network operator's seals;
  • to terminate the electricity supply contract if he does not need electricity, and to pay fully to the supplier the electricity consumed and any penalties invoiced, if the latter are provided in the contract;
  • to refuse the connection of electric installations belonging to other persons to his own use installation without the supplier's prior written consent;
  • to ensure free access, upon presentation of appropriate badge, for the personnel of the supplier or the network operator in order to check the measurement device and read the indications thereof, or to verify,  maintain and repair the electric installations belonging to the network operator and located on the end consumer's property;
  • to be present when checking the electricity measurement device and the seals applied;
  • to keep undamaged the measurement device and the seals applied and not to interfere in the electric equipment of the network operator that is installed on the end consumer's property;
  • to refuse the intervention of other persons in the measurement device or the network operator's equipment located on the end consumer's property;
  • to install and use only electrical devices, equipment and materials that comply with the technical standards;
  • to ask from the network operator a new notice on connection to the electric network if the power of his electric installations has increased; to ask from the supplier the requirements to separate the recording of electricity consumed for other purposes than those mentioned in the electricity supply contract, under this Regulation;
  • not to use electric appliances when they cause disturbance to the network operator's equipment or adversely affect the quality of electricity supplied to other end consumers.
