Obligations and rights of the electricity supplier

The electricity supplier has the following obligations:

  • to ensure reliability and continuity of electricity supply up to the output terminals of the protection device mounted after the domestic consumer's measurement device, or up to the boundary point in case of a non-domestic consumer;
  • to supply electricity to the domestic consumer up to the commutation device mounted after the measurement device, according to the initial design, if the supplier has changed the location of measurement devices in a block of flats;
  • to submit to the end consumer the monthly invoice issued under the indications of the measurement device, for payment of electricity at the tariff in force approved by the Agency, at least 10 calendar days before the deadline of payment mentioned in the invoice;
  • to submit, at the request of the non-domestic consumer, the calculation of amounts included in the invoice related to electricity loss in the power transformer or the electrical line belonging to such consumer;
  • to request the network operator to reconnect the use installation to the electricity network and resume the electricity supply, after the consumer has removed the causes of disconnection and has paid the reconnection fee;
  • to submit, at the request of the end consumer, information on the previous electricity consumption, the payments and the penalties calculated and paid. The supplier must submit to the end consumer the calculation of the electricity amount if the latter has violated the contractual terms, which led to non-recording or incomplete recording of the electricity consumed;
  • to reply, within the limits set by the Law on Petitions no. 190-XIII of July 19, 1994 (Official Gazette of the Republic of Moldova, 2003, no. 6-8, art. 23), to any written complaints submitted by end consumers;
  • to repair any damage caused to the end consumer;
  • to return any debts accrued to the end consumer until the date of suspension or termination of the electricity supply contract;
  • to notify end consumers and applicants on the ways to solve the problems addressed by them;
  • to collect from end consumers, including through banks or its territorial offices, the payments for the electricity supplied, within the period specified by the Regulation on electricity supply and use;
  • to ensure the access of end consumers to the phone service, the number of which must be mentioned in the invoice;
  • to request the network operator to disconnect the end consumer's use installation within the time set by the Regulation.

 

The electricity supplier shall have the following rights:

  • to check and find the observance of the electricity supply contract by the end consumer, in accordance with the laws in force;
  • to recalculate the electricity consumption according to the flat fee system, if the end consumer has violated the contractual terms, which led to non-recording or incomplete recording of the electricity consumed;
  • to correct the invoicing errors;
  • to apply the end consumer penalties according to the electricity supply contract and under the law;
  • to request the network operator to disconnect the use installation, by observing the Regulation on electricity supply and use and the electricity supply contract;
  • to request preemptive payment from the end consumer, in cases provided by the Regulation on electricity supply and use;
  • to include the amount affected by invoicing errors, which are against the supplier, in the invoice for the next month.

  • to request the network operator to read the indications, to control the measurement devices and to take measures for the metrological check of measurement devices installed at end consumers;
  • to attend at the reading of indications, at the verification and inspection of measurement devices installed at end consumers who are supplied with electricity, and to have access to the measurement devices.
